I planted healthy vegetable starts that i purchased form a store. I have raised beds with good soil. I planted in May when the weather is usually good. This year however, wind seemed to be constant. My plants never seemed to take off. They almost seem stunted. This has never happened before. How do you combat for wind in your 3-6 " vegetable starts?

Unless the wind damaged your starts physically I suspect there may be another cause. Was there also less sun or colder temperatures then usual for your zone?
